How can i add SIC to the TIC 3D view?

You may open a SIC first, e.g. View > SIC View, then open 3D View while the SIC window is selected. You can open as many 3D View windows you want this way.

How can I change the color axis from white to black? If I changed the background to white, I couldn't see the chromatogram.

To have two 3D Views in one picture, you would have to save the pictures and merge them using other software like Paint.
The color of axes cannot be changed. You may set a off-white gray as background, or use the Save button and choose to save with a Transparent Background.
